Social Rehabilitation for Narcotics Addicts in Indonesia

The consequence of the presence of this syndicate is the fall of victims of narcotics abuse in society. Victims who fell from various circles and various age levels, ranging from children to adults. Another impact, many problems that arise, ranging from economic, health and legal issues.
For families whose family members are victims of drug abuse, the best course that can be taken is rehabilitation. There are two types of drug rehabilitation, namely medical rehabilitation and social rehabilitation. Both of these rehabilitation models are adapted to the conditions of patients who are victims of drug abuse.
One way currently used by the Indonesian government to tackle drug abuse in society is through social rehabilitation. The definition of Social Rehabilitation according to Law number 35 of 2009 concerning Narcotics is an integrated process of recovery activities, both physical, mental and social, so that former narcotics addicts can return to carrying out social functions in community life.
However, it is a question in the community regarding this rehabilitation, is social rehabilitation capable of being a solution in reducing narcotics abuse in society. Please note that it is not the same between drug dealers and narcotics addicts. Narcotics dealers are people who knowingly use/trade narcotics for personal gain. In this case, the right action for the drug dealer is legal proceedings, because drug trafficking is an illegal act. This is in accordance with Article 1 paragraph 6 of the Narcotics Law which states that the Illicit Trafficking of Narcotics and Narcotics Precursor is any activity or series of activities carried out without rights or against the law which is determined as a crime of narcotics and Narcotics Precursor. Meanwhile, Narcotics Addicts are people who buy narcotics for their own use, thus causing themselves to become dependent on narcotics, both physically and psychologically.
From the two definitions above, it can be seen that there are fundamental differences in the meaning of Narcotics Dealers and Narcotics Addicts. Some of these addicts become victims of abusers as a result of being forced, seduced, and some are even deceived the first time they use drugs. Based on the Law on Narcotics Addicts and Victims of Narcotics Abuse, they are required to undergo medical rehabilitation and social rehabilitation. In practice, narcotics rehabilitation is also regulated in the Minister of Social Affairs Regulation No. 26 of 2012 concerning Social Rehabilitation Standards for Victims of Drug Abuse.

As a result, former narcotics addicts will find it difficult to adapt and integrate into community life.
Keep in mind, former Narcotics Addicts cannot be said to be 'cured', but recovered, because one day they will remember the addictive substance and it can cause it to relapse if the former addict cannot control himself properly. The trigger that usually arises is when he meets his old friends and environment. Associating with groups of drug users will make it difficult for him to escape from the influence of drugs.
The main goal of the social rehabilitation process is to restore drug addicts so that they can carry out their social functions in community life. Currently there are many institutions that carry out social rehabilitation. These social rehabilitation institutions consist of social rehabilitation institutions managed by the Government and community-owned social institutions.
Social rehabilitation held by the Government and the community is very helpful in restoring the social functions of drug addicts in society. For this reason, it is necessary to educate the public to minimize the negative attitude of the community towards former drug addicts. Rescuing drug addicts is also useful for breaking drug distribution in the community. Thus, the process of social rehabilitation will reduce the dangers of illicit drug trafficking and prevent society from dangers that can occur at any time.
